Formal development permits have been filed for the seven-story senior housing facility at 6230 Claremont Avenue in Rockridge, Oakland. The application invokes Senate Bill 330 and the State Density Bonus law to streamline the approval process, though the project does not use a density bonus. San Francisco-based Ellis Partners is the project applicant and co-owner with Spirit Living Group.

The 84-foot-tall structure is expected to yield around 269,000 square feet, including 139,700 square feet for housing, 30,400 square feet of amenities, and 35,900 square feet for parking. Once complete, the project will add 203 units to the neighborhood, including 168 apartments and 35 speciality units, including efficiency and memory care units.
BDE Architecture and Jones Architecture are listed as joint architects for the project. Previously-published renderings show the mid-rise building segmented into three sections. The top two floors will be wrapped in darker textured metal panels. The exterior will be clad with brick veneer and glazed tiles.

According to the project website, the design intends to reflect the residential vernacular of housing in Oakland and Berkeley through the choice of materials and proportions. Residential amenities will include two second-floor courtyards connected with a dining lounge, a rooftop terrace overlooking Claremont Avenue, a library, and ground-floor multipurpose amenity rooms.
The roughly acre-wide property is located along Claremont Avenue, across from the busy intersection with the retail-lined College Avenue. The site is across from a Safeway Grocery store, near several cafes and restaurants. The Rockridge BART Station is just a half mile away down College.

Demolition will be required for the existing structure, formerly occupied and still owned by the American National Red Cross. The estimated cost and timeline for construction have not yet been established.
