The San Francisco Planning Commission has issued the final approval for a revised 67-story skyscraper at 10 South Van Ness Avenue within the Market & Octavia area plan in San Francisco. The letter comes just a few months after the property owner applied for temporary use authorization to operate a community and private event space in the existing commercial structure. Crescent Heights is the project sponsor.
NPU Inc., a San Francisco-based event management company, filed the temporary-use application in May this year, though the planning department does not list it as approved. The permits seek authorization to operate the event space for up to three years. The revised skyscraper approval would extend the entitlements for another three years, expiring in August 2029.

The revised plans for 10 South Van Ness Avenue keep the same overall height, but reduce the apartment count from 1,019 to 921 units. The now-approved 820-foot-tall structure is expected to yield 1.59 million square feet, including 1.49 million square feet of housing, 38,280 square feet for the basement garage, and just 2,360 square feet for ground-level retail. Parking includes 105 cars and 352 bicycles. Of the 921 units, 240 will be rental apartments in the modified podium, and 681 will be for-sale condominiums in the tower section.
The proposal includes 70 affordable apartments, allowing the developer to seek a 32.5% density bonus, two zoning concessions/incentives, and unlimited waivers. Crescent Heights also donated the site at 1979 Mission Street to the city to satisfy additional affordable housing requirements, and the site is now expected to produce 382 affordable apartments across three phases. The first phase, La Maravilla, is currently under construction. The application received streamlining through Senate Bill 423.

Los Angeles-based architecture firm Arcadis is listed as the designer. The overall design scheme appears to have changed much of the facade since the previous entitlements, though an updated rendering has not been provided. The complex will rise from the triangular lot with a short three-story amenity-oriented podium. The rectangular tower will be wrapped in a curtain-wall glass skin, with a terrace deck carved out for the 48th floor, and a series of private decks for select apartments above the 37th floor.
The 1.1-acre property spans a triangular lot bound by South Van Ness Avenue, Market Street, and 12th Street. The site is just a few blocks from City Hall, overlooks the Van Ness Bus Rapid Transit line, and sits next to an underground Muni light rail station.

The estimated cost and construction timeline have not yet been shared. Previously, the developer stated work could start as early as next year. Crescent Heights and NPU have not yet replied to a request for comment on the current timelines for the event space or tower.
