Preliminary plans have been filed for an affordable housing complex at 88 Vivian Street by the canal waterfront in Southeast San Rafael, Marin County. The project plans to replace a bowling alley and surface parking with two apartment buildings with more than a hundred units. AMG Land Development is responsible for the development.

The master plan will produce two structures yielding around 123,640 square feet, including 124 apartments, 179 vehicle spaces, and 170 bicycle spaces. Building 1 will rise three floors, and Building 2 will rise four floors. Apartment sizes will vary with 12 studios, 57 one-bedrooms, and 55 two-bedrooms. The ground level of both structures will be predominantly dedicated to private parking, with some amenities on the ground floor of Building 1.
The project will be fully affordable with two manager units, 98 low-income units, and 24 moderate-income units. The application seeks to invoke the State Density Bonus Law, Senate Bill 330, and the Housing Accountability Act to streamline the approval process and increase residential capacity above base zoning.

San Luis Obispo-based Arris Studio Architects is responsible for the design, with Thomas H. Phelps overseeing the landscape architecture. Illustrations show a podium-style apartment complex with some repetitive facade articulation and varied materials to visually reduce the overall massing.
The 2.4-acre property sits at the corner of Belvedere Street and Vivian Street, on a block bounded by Francisco Boulevard and Louise Street. The site is a block away from San Rafael Creek in a neighborhood dominated by low-slung apartment buildings, commercial structures, and small warehouses.
