Preliminary permits have been filed for a seven-story affordable housing complex at 1100 Los Gamos Drive in San Rafael, Marin County. The updated project still aims to bring nearly two hundred apartments to a vacant hillside property overlooking U.S. Highway 101, though the floor count has increased and is now fully income-restricted. Community Development Partners is responsible for the application.

The 87-foot-tall structure is expected to yield around 319,250 square feet, including 185,900 square feet of housing and 91,500 square feet for the two-story podium garage. Parking will be included for 98 bicycles and 230 vehicles.
The complex will include 192 apartments, with 190 affordable units and two units for on-site property managers. The prices will range for extremely low-income, very low-income, and low-income households. Dwelling sizes will vary with 30 one-bedrooms, 63 two-bedrooms, 84 three-bedrooms, and 15 four-bedrooms.

KTGY is responsible for the design architecture, and Costa Mesa-based Sitescapes Inc. is overseeing the landscape architecture. Illustrations show the complex will be articulated to appear like several smaller mid-rise structures running along Los Gamos Drive. The ground floor will include an open courtyard overlooked by the clubroom. Additional amenities include a fitness center and two rear podium-top decks.
Seagull Prime Fund is listed as the property owner, filing through County Strategic Fund 1 LLC. Chris Hart. The initial plans filed by Seagull Prime Fund around 2020 were named the Neighborhood at Los Gamos, envisioning 192 units across six structures designed by Colin Russell Architects. The previous iteration included 20 affordable units, an on-site grocery store, and a community center. The latest application would only provide housing and residential parking.

Future residents would be just over half a mile from a grocery store-anchored shopping center and slightly farther from the Northgate Shopping Mall. Merlone Geier Partners plans to redevelop the mall into a mixed-use district with over a thousand units of housing, retail, and public open space. The project received approval in 2024, and the developer said the town square is under construction as of April this year.
The estimated cost and construction timeline have not yet been shared.
