Construction has officially begun on an affordable housing community at 3440 Walnut Avenue in Fremont’s Central District, Alameda County. The project represents the first phase of the Capital at City Center residential hub, replacing the former Wells Fargo building with several hundred residences. Brookfield Residential Properties and Pacific West Communities are jointly responsible for the project.

The affordable housing complex is expected to provide 119 apartments across six floors. Of that, 118 will be deed-restricted for households earning between 30% and 70% of the area’s median income, with one market-rate residence designated for the on-site property manager. Apartment sizes will range from studios to three-bedroom units. The project architect has not been identified.
Pacific West Communities will help oversee the development of the affordable component of the Capital at City Center neighborhood, while Brookfield Properties will be responsible for 216 for-sale townhouse-style residences.

The over 11-acre site is bounded by Walnut Avenue, Liberty Street, and Sundale Drive, around several larger residential communities and across from Walnut Plaza. The city’s BART Station is just under twenty minutes away on foot.
With construction now underway, leasing is expected to start by Spring 2028. The estimated cost for construction has not been published.
