New pre-application permits were filed for the entitled project at 2305 Webster Street in the Northgate-Waverly neighborhood between 23rd and 24th Street abutting Downtown Oakland. The recent application is larger than a previous iteration as it includes affordable housing thanks to the State Density bonus program. Avi Nevo of Segula Investments is responsible for the development, with San Francisco-based Ankrom Moisan Architects responsible for the design.

The proposal would now add 176 apartments to the Oakland housing market using the state density bonus, up from 130 units. The developer shares that there will be fifteen affordable housing units dedicated for very-low income, i.e., households earning half the Area Median Income (AMI).

The 276-foot tall structure will yield 274,860 square feet, with 210,860 square feet for the residential area, 48,530 square feet for parking, and 2,330 square feet for ground-level retail. Of the 176 apartments, 24 will be one-bedrooms, 124 will be two-bedrooms, and the remaining 28 will be three-bedroom units. Parking will be included for 100 bicycles in a small ground-floor room and 63 vehicles across the five lower floors.

The seventh level offers a myriad of residential amenities. These include three outdoor spaces, a lounge, a co-working office, a cinema screening room, and a 1,380 square foot gym. The remaining 19 floors will be occupied by dwelling units, while the rooftop deck is being considered.

Project developer Avi Nevo shared his background in a phone conversation with SFYIMBY, noting that “I’ve been working in Berkeley for the last 30 years, that’s my backyard.” When asked about his decision to build at 2305 Webster Street, he remarked that “I like Oakland a lot too, I think very highly of the prospect of Oakland.” He credits the rising demand for office space in the city for his optimism. The straightforward calculus is that with the new offices, demand for housing will follow. This is bolstered by the region’s overwhelming need for new housing.

The major office moves in Oakland include BART’s decision to move their headquarters from 300 Lakeside Drive to 2150 Webster Street, just as PG&E plans to move from 77 Beale Street in San Francisco to BART’s 300 Lakeside Drive. Of course, the most prominent new office project in the city’s construction pipeline is 415 20th Street, where Hines is poised to build the tallest structure in the Bay Area outside of San Francisco.

The pre-application is currently under review. Avi Nevo has projected that construction could start by 2023 and take around two and a half years from groundbreaking to opening.

Residents will find the Lake Merritt urban oasis just five minutes away by foot and the 19th Street BART Station six minutes away down Broadway. The project looks to be a part of the expanding Oakland high-rise district, with 2359 Harrison Street and 277 27th Street nearby.
