New development permits have been filed for residential expansion at 1440 23rd Street in Fruitvale, Oakland. The project would increase the dwelling unit capacity of the 5,000 square foot property from two to nine units. REO Homes is responsible for the application, with founder Neill Sullivan operating through Motor City OZ Holdings LLC.

The 28-foot tall structure contains 5,880 square feet, of which 4,140 square feet had been used as office floor area. The proposal will remodel the existing structure, which contains two multi-bedroom dwelling units. New bathrooms will be installed, and walls to partition the space to create nine studio apartments. Parking is not included for bicycles or vehicles.

The property was bought in July of 2020 for $815,000. An estimated construction cost and the timeline for the project have not been publicized. SMC East Bay will be responsible for the apartment rentals, which will be priced at the market rate. Cheryl Lima is behind the architectural design for the remodeling.

The Fruitvale BART station is around twenty minutes away on foot, with bus stations just over a block down along the retail-rich International Boulevard.

  1. The thought here is everyone wants to live in a studio. They didn’t pay much for it so why don’t they keep it as 1 or 2 bedrooms and add the bottom floor as another 1 or 2 bedrooms. You could rent it out to more long term tenants, because a studio is for short term tenants. No one want to live in a just a room for long term.
