A previously approved high-rise building from 2019 at 2190 Shattuck Avenue in downtown Berkeley is undergoing design revisions. The approved project proposal includes the development of an 18-story apartment tower on a site that currently houses a Walgreens store.

Mill Creek Residential is the project developer. WRNS Studio is the architect and is responsible for the design concepts.

Named Shattuck Terrace Green Apartments, the apartment tower will have 274 residential units. Retail space spanning an area of 10,000 square feet will be designed on the ground floor. It is one of three building sites that would be allowed to reach 180 feet based on Berkeley’s Downtown Area Plan approved in 2012. An underground parking garage with a capacity of 103 vehicles will be designed on the site.

The entitlement process is pending, and the city has not yet received updated plans from Mill Creek Residential. As a condition of the tower’s approval, developers agreed to contribute $2 million upfront to Berkeley’s affordable housing fund.

Mill Creek’s proposal for the site, currently host to a Walgreens, quickly became the subject of opposition from residents and neighborhood groups. Critics cited concerns principally over the tower’s obstruction of a view of the Golden Gate Bridge from Campanile Way. Berkeley’s Zoning Adjustments Board approved the project in October 2018. The Berkeley City Council in 2019 rejected several appeals of approval.

The property is located at the northwest corner of Shattuck Avenue and Allston Way.
