A preliminary application has been filed to construct a new apartment complex at 950 West Julian Street, Garden Alameda, San Jose. The project would bring 300 new units within walking distance of the San Jose Diridon train station, retail, and close to Downtown San Jose. Jemcor Development Partners is responsible for the application.

The project site spans two parcels spanning 1.1 acres. Construction will rise eight stories with 7,700 square feet of interior leasing and amenity space, parking for 85 vehicles, and storage for 75 bicycles. Three of the 300 units will be for managers. The rest will be offered as affordable low-income housing. Of the 297 affordable units, most will be for low-income households, 15 for very-low-income households, and 15 for moderate-income households.

Jemcor Development Partners intends to use Senate Bill 330, or the Housing Crisis Act of 2019, to hasten the approval process. The primary premise of SB330 is that the State of California “prohibits a local agency from disapproving, or conditioning approval in a manner that renders infeasible, a housing development project for very low, low-, or moderate-income households or an emergency shelter unless the local agency makes specified written findings based on a preponderance of the evidence in the record.”

950 West Julian Street will rise near the Google Downtown West plan, which will develop 80 acres around the San Jose Diridon Station area into a transit-oriented district with millions of square feet of offices, half a million square feet of retail, and approximately 4,000 apartments.
