Conceptual plans have been published for the 117-unit residential project at 3401 Crow Canyon Road in San Ramon, Contra Costa County. The proposal, dubbed the Iron Horse Village, would replace commercial buildings with low-density detached and attached housing.

Nearon Enterprises, an investment company, based in Walnut Creek, is listed as the property owner. Lennar is the project developer.

The application is requesting a conceptual review for the proposal with the San Ramon Architectural Review Board today. The meeting is scheduled to start today, July 7th, and 2 PM. For more information, visit the meeting agenda here.

Before construction, demolition is required for the 9.5-acre site. This includes surface parking and two commercial structures beside the existing United States Postal Service offices. The property is located next to the Iron Horse Trail, an over 40-mile path that occupies the former railway for the Southern Pacific Railroad. The trains ran from 1891 to 1977, extending through various cities in Contra Costa and Alameda Counties.

The three-story development will yield approximately 284,520 square feet of living area and 14,816 square feet for 31 live-work attached units. The inclusion of live-work housing will satisfy the mixed-use requirement from San Ramon’s General Plan. Parking will be included for 376 cars, far exceeding the minimum required 287 spaces dictated by city zoning.

Of the 117 residential units, there will be 86 detached single-family homes and 31 units in attached townhome buildings. Half of the single-unit structures will offer Junior Accessory Dwelling Units, increasing the overall housing capacity on-site to 165 units. Five units will be designated affordable housing. This includes one unit for a very low-income household, two low-income units, and two moderate-income units.

Car access will be added along Crow Canyon Road, with an internal network of roads and pedestrian pathways. The development will include pedestrian connections to the adjacent Iron Horse Trail. A central paseo in the mid-block dubbed the ‘Railway Spur’ will create a landscaped pathway extending from the Iron Horse Trail through the center of the 9.5-acre site.

The property is located within the North Camino Ramon Specific Plan. The mixed-use designation allows the property to be built with a density of 14 to 30 units per acre. The proposal achieves 14.5 units per acre, excluding the JADUs, or 22.7 units per acre when counting the JADUs.

WHA, short for William Hezmalhalch Architects, is responsible for the design as the project architect. The architectural style will be familiar to residents of the Tri-Valley area. The planning documents describe three themes, Urban Prairie, Contemporary, and Modern Farmhouse. Facades will be clad with a mix of stucco, trim, fiber cement lap siding, boards, and battens.

CBG will be the civil engineering, with Environmental Foresight Inc as the landscape architect.

Lennar hopes to use the Senate Bill 330 Housing Crisis Act of 2019. The bill intends to reduce the approval process time required for building housing. Today’s meeting is focused on providing comments from the board and the public.
