New building permits have been filed for the construction of a seven-story senior housing project at 1001 Franklin Street on Cathedral Hill, San Francisco. The Ella Rohlffs Place will create new senior affordable housing connected with the block’s existing three buildings on St. Mark’s Square. The John Stewart Company and St. Mark’s Square are the project application on behalf of the property owner, Martin Luther Towner Inc.

In written communications with YIMBY, the John Stewart Company confirmed groundbreaking is expected by 2024, depending on entitlements and permits.
The 76-foot tall structure will yield around 70,800 square feet, with 49,720 square feet for housing and 1,150 square feet for an on-site office area. An additional 18,050 square feet will be included for common space and circulation. There will be 19 studios and 75 one-bedrooms.
Van meter Williams Pollack is the project architect. The articulated facade shows a collage of various styles, some inspired directly by the other buildings in St. Marks Square, including red brick and gridded window frames. A contemporary modern window pattern provides a modern twist.

The proposal is located within St Mark’s Square, currently developed with three buildings on the square, including St. Mark’s Lutheran Church, the Urban Life Center, and the Martin Luther Tower. The Martin Luther Tower was constructed in 1962, rising 13 floors with 121 units. Future residents will be across from Carillon Tower and one block from the city’s distinct modernist St. Mary’s Cathedral.
Construction permits expect the project to cost around $42.4 million, a figure not inclusive of all development costs. Work is expected to last less than 30 months from groundbreaking to completion.
