Substantial Residential Infill Proposed for 211-281 River Oaks Parkway, North San Jose

Preliminary permits have been filed for a new residential campus at 211-281 River Oaks Parkway in North San Jose, Santa Clara County. The plan will create 737 units across two apartment buildings and over a dozen townhome-style structures. Valley Oak Partners is the project developer.

The pre-application was submitted to use Senate Bill 330 to streamline the approval process and protection from disapproval if the plan meets certain standards. The bill requires a certain amount of units to be affordable. Reporting by George Avalos for the Bay Area News Group state that of the 737 units, there will be 504 market-rate apartments, 132 affordable units, and 101 townhomes.

Studio T-Square is responsible for the design. While renderings haven’t been released yet for the proposal, the Oakland-based studio has a consistent portfolio of adequate podium-style infills. The site map drafted for North San Jose is most similar to the 741-unit development for 1175 Aster Avenue in Sunnyvale.

The nearly ten-acre property is located across from the 2013-built River Oaks Park, once the site of a Sony manufacturing facility, and surrounded by the roughly 1,750-unit Crescent Village Apartments masterplan built by the Irvine Company. Immediately next to 281 River Oaks Parkway is Aire Apartments, a 293-unit apartment complex by Pacific Development.

Near the site, construction has recently finished with the Agnews K-12 campus, replacing the former Agnews Developmental Center mental hospital to serve around 3,000 students for the Santa Clara Unified School District. The first phase of the campus opened in 2021, and the final phase finished in 2022.

The estimated construction cost and timeline for 211-281 River Oaks Parkway have yet to be established.

  1. Hopefully they add in some more retail or active uses. Just more density without the urbanism. These developments in North SJ have some real opportunities to create more walkable interesting neighborhoods, but instead develop more bland dense suburbia.

    Are you kidding? Most people who live in those places are single, and this type of setup is superb for online dating, especially Tinder-type apps.
