Development permits have been filed for a new three-story apartment complex at 1825 28th Avenue in Oak Tree, Oakland. The plan would replace the surface parking lot and empty land next to an existing six-unit infill without demolishing the homes. Tranvu, a San Jose-based company, is listed as the property owner.

The proposal will bring a new three-story building with seven units, increasing the site capacity up to 13 units. Previous plans included two two-story modular buildings designed by NYUDesigns, leaving a third of the property for vehicle parking. Unit sizes included a one-bedroom and six two-bedroom apartments.

The existing 1957-built structure is a rent-controlled property occupied by primarily Spanish-speaking residents. The residents and the former property owner, Michael You of BYLD 2 LLC, were all the subject of public attention when, in 2021, the tenants sued the owner over alleged longstanding habitability and safety issues, including mold and rats. The issues have persisted since before You bought the site in 2018, but no repairs have been made since then, according to the 2021 article by Oaklandside.

The building is located along 28th Avenue between Foothill Boulevard and East 17th Street.

Tranvu LLC is a surveyor, engineer, and designer company. Public records show the property sold in October last year for $850,000. The estimated timeline for construction has yet to be established.

  1. It’s ridiculous that Oakland would let them build a soft story like that, especially when so many need to be retrofitted throughout the city as it is.
