Two pre-applications have been filed for suburban infill in the mountainous portion of Saratoga, Santa Clara County. The project would bring 15 single-family homes in the hills close to Skyline Boulevard. Brent Lee and I-Fang Liu are listed as the property owners.

The project is yet another plan that invokes the Builder’s Remedy to skirt local zoning. While originally imagined as a means to increase density in California cities with non-compliant housing elements, the Housing Accountability Act provision has been used for several suburban sprawl projects across the South Bay.

The 15 homes will span an average of nearly six thousand square feet, with a two-car garage each. Of the 15 units, one will be designated as affordable to a very low-income household, and two will be affordable to low-income households. An existing two-story home will be untouched at 24168 Congress Springs Road.

Sunnyvale-based LPMD Architects is responsible for the design. Illustrations show a contemporary design for the new homes, with two-story apartments and sloping shed roofs. Facade materials will include stone veneer, wood siding, and painted stucco. The roofing will feature a mix of metal panels and composite shingles.

If built, the homes will spread across 42 acres at 24168 Congress Springs Road and 24168 Big Basin Way, located between Saratoga and Skyline Boulevard along the Santa Cruz Mountain range.

  1. Just what we need: more homes in the urban/wildlife interface area. Buyers are going to have fun getting homeowner’s insurance.
