Plans have been approved for a residential infill at 1000 Drakes Landing Road in Larkspur, Marin County. The project will replace a small office structure and surface parking with 19 rental townhomes, including some affordable units. AJ Craig Development is the project sponsor, filing on behalf of owner O’Neill Mullin LLC.
The founder of AJ Craig Development, Anthony J. Craig, shared with YIMBY that the team was “able to pivot from a Builder’s Remedy application to the City’s ministerial process,” adding that “the state laws are working and the City of Larkspur, particularly Elise Semonian, Community Development Director, is a shining example of how a jurisdiction can muster the effort to quickly approve/certify/adopt an updated General Plan, General Plan EIR, Housing Element, Objective Development Design Standards, and Housing Priority Overlay District.”
Construction will yield four three-story buildings, yielding a combined 37,800 square feet of floor area. All 19 units will have two bedrooms, with most units containing a two-car garage. The exception is unit #13, which will have parking for one car. On-site parking will be included for 40 cars.
The project will include four units of affordable housing, with three units for low-income households and one for a moderate-income household. The inclusion of affordable housing allows the developer to pursue the streamlined approval process through Senate Bill 330 and increase residential capacity with the State Density Bonus Program. The application benefits from twenty zoning waivers and two concessions, all related to setbacks, height, porch size, and open space area.
WHA is responsible for the design. Illustrations show a familiar articulated facade style with gabled roofing and bay windows to distinguish separate units across the multiplex structures visually. Exteriors will be clad with concrete board and batten panels, lap siding, and stucco.
The 0.8-acre parcel is on a city block bound by Drakes Landing Road, Barry Way, and Sir Francis Drake Boulevard. Townhomes, suburban sprawl, and a suburban office park dominate the surrounding neighborhood. Future residents will be across from the Niven public park and the waterfront trail along Corte Madera Creek.
Demolition will be required for one 4,030-square-foot commercial structure. The estimated cost and timeline for construction have yet to be shared.
