A new affordable housing project has been approved for development at 430 Broadwayin Jack London Square in Oakland. The project proposal includes the development of a new five-story building offering 100% affordable housing options. The proposed building (Building B) would be one of three new buildings proposed on the existing property at 430 Broadway.

The development is a joint venture with East Bay Asian Local Development Company and Related California to build nearly two hundred affordable units. The property is owned by Alameda County. David Baker Architects is overseeing the design alongside associate architect Y.A. Studio.

The scope of work includes the construction of a new five-story affordable housing project offering 55 dwelling units of affordable housing including one unrestricted manager’s unit, and ground level commercial space, within an approximately 19,718 square foot portion of the existing property. Building B will create 55 units at the corner of 4th Street and Franklin Street. Unit types will vary, with 11 studios, 12 one-bedrooms, 16 two-bedrooms, and 16 three-bedrooms. Parking will be provided for 32 cars and 22 bicycles. The five-story building will also include a 4,920-square-foot market hall for ground-level retail.

The project was granted S-13 Zone by-right approval for affordable housing.

The project is part of a bigger proposal where Building A will be a five-story residential infill at the corner of 5th Street and Franklin Street, overlooking the freeway and Building C will create the most units from the parcel, with 71 units across the five-story complex.

As covered earlier, the property is a block bound by Broadway, Franklin Street, 4th Street, and 5th Street. The site is next to the I-880 overpass, which separates Jack London Square from Downtown Oakland. The 12th Street BART Station is ten minutes away on foot.

The applications are being streamlined by Senate Bill 35, and Building C was approved by the city in August 2023. An updated construction timeline has yet to be shared.

  1. I am so excited for this project to come to our neighborhood! A great location near jobs in Oakland and SF. City and County, please do what you can to support this project! While these buildings won’t increase our tax base, they will increase the value and development opportunity for adjacent parcels making those sites and projects higher revenue generating. Good for filing that $90MM deficit while providing homes to our valued workforce and most vulnerable.
