Previously, plans to develop an entertainment center + hotel were approved for construction at 4701 North First Street in San Jose. Now, a revised project application has been submitted to replace the hotel plans with a data center on the project site. The original plans from 2018 proposed restaurants, shops, two hotels and a Topgolf complex.
Terra Ventures is the property owner. CallisonRTKL is responsible for the designs.
The proposed plans from earlier called for an entertainment district named Shops@Terra. As reported previously, the Alviso hotel project consisted of two hotels; and a retail, restaurant and entertainment area. The five-story building would have yielded 112,460 square feet with 214 guest rooms, and parking for 234 vehicles across four above-ground levels. Amenities included a pool and spa connected to outdoor dining, a yoga deck, a fitness center, and a restaurant on-site. One exception being Topgolf, that opened in 2021, offers high-tech golf experience; people can hit golf balls equipped with microchips that record distance and accuracy.
The project site is a huge parcel spanning 9 acres. Previously in 2023, Terra Ventures sought the approval of a different project consisting of data center, a power generating facility and a nearby retail building. The data center was supposed to be two stories high and span 172,500 square feet. Preliminary plans showcased the possibility of a small retail center spanning an area of 15,000 square feet.
However, recently updated plans now call for a 462,500-square-project on 9 acres bounded by North First Street, Anderson Alley, Top Golf Drive and Liberty Street. It includes a three-story, 295,100-square-foot data center and a 167,400-square-foot energy supply hub.
The project is consistent with the site’s Envision San Jose 2040 General Plan Land Use designation of combined industrial/commercial. This allows a significant amount of flexibility for the development of a varied mixture of compatible commercial and industrial uses.

The land use shift is very good. Energy Plant and Data Center concept most strategic. I’m sharing this concept across the Southwest Region of Chicago in particular the Dan Ryan Expressway Corridor.
I feel bad for the homes that live across the street. This is just another eyesore for the residents of Alviso. Stereotypical of a socialist government building environmental injustice in a low income area. Id rather seems homes there..
