The City of San Jose has published the Draft Environmental Impact Report for the Five Wounds Urban Village Plan in San Jose, Santa Clara County. The report seeks to consolidate four existing plans into the larger vision, including the existing Five Wounds Urban Village, the Roosevelt Park Urban Village, Little Portugal Urban Village, and the 24th & William Urban Village. The rezoning would allow over 8,000 units across a high-density mixed-use area, including structures up to 270 feet.

The new zoning plan across 427.4 acres would accommodate a total planned capacity of roughly 8,022 units, including approximately 6,000 new units beyond existing planned capacity. The mixed-use zoning will also create an estimated 2,500 jobs and 750,000 square feet of commercial floor area.

According to the project summary, the density will be ‘concentrated within the Four Districts and the East Julian Street/McKee Road corridor…” The most significant zoning changes would be to the parcels adjacent to the planned BART Station in the Five Wounds district.

Additional elements for the urban village plan include a public plaza and mobility hub at the BART Station, a Five Wounds Trail to connect Coyote Creek and Lower Silver Creek trails, historic and cultural resource preservation, and urban improvements for walking, cycling, and transit.

The Draft EIR was published in mid-August, with the City of San Jose accepting public comments from now through October 3rd, 2026. For more information about how to view the Draft EIR, visit the city website here.
