City staff granted an exemption from the State environmental review process for a proposed seven-story apartment at 741 South Winchester Boulevard in San Jose, Santa Clara County. The CEQA exemption was granted through the Housing Accountability Act and the Builder’s Remedy provision, streamlining the planning process for 264 residential units. San Rafael-based SyRes Properties submitted the application.
The roughly 85-foot-tall structure is expected to yield around 404,400 square feet, including 232,400 square feet of housing and 114,250 square feet for the two-story garage. Of the 264 units, there will be 35 studios, 113 one-bedrooms, and 116 two-bedrooms. Parking will be provided for 356 cars and 66 bicycles.

The city’s environmental project manager concludes that the proposal qualifies for exemption because it “meets project site size and density requirements,” adding that the site is “in an urban area and consistent with the General Plan and Zoning.” The application was assisted by Assembly Bill 130, the State Density Bonus law, and the Builder’s Remedy provision.
Lowney Architecture is responsible for the design. Illustrations from the 2024 plan set show an articulated podium-style apartment complex conforming to the L-shaped site plan with a lower-case b floor plate. The exterior will be distinguished by white stucco, grey stucco, and horizontal wood-look lap siding. Ground-floor brick veneer will add additional texture.

Bensman Design Studio is the landscape architect. Residential amenities will be situated around the third-floor cloistered podium-top courtyard. Additional amenities will include the ground-floor co-working lounge, fitness center, and corner rooftop deck. Further landscaping will be introduced at street level with sidewalk-facing planters and greenery around some surface parking spaces.
The property had formerly been occupied by a domed Century 24 movie theater. However, the complex was demolished in 2014, leaving just the outline of the circular complex in the center of the surface parking lot. SyRES Properties is owned by Syufy Enterprises, which had operated many of the Century Theaters across the Bay. SyRES has also proposed a three-building residential complex to replace a now-demolished dome theater at 410 Noor Avenue in South San Francisco.

The 2.97-acre property is located along Winchester Boulevard between Riddle Road and Neal Avenue. Future residents will be a short ten-minute walk away from the popular Santana Row shopping center. Slightly further away is the Westfield Valley Fair shopping center and the city border with Santa Clara.
The estimated cost and timeline for construction have not yet been shared.
