The Environmental Impact Report has been published for a large apartment complex proposed at 211-281 River Oaks Parkway in north San Jose. The project would add nearly 750 units to a large plot of land as part of an expanding mid-density neighborhood around River Oaks Park. San Jose-based Valley Oak Partners is the project developer.

Full build-out is expected to add 737 apartments, with 100 market-rate townhomes, 130 units of affordable housing, and 507 market-rate dwellings. Two market-rate apartments will be for on-site property managers within the affordable housing complex. Apartment types will vary from studios to three-bedroom, with all townhome dwellings being two or three-bedroom dwellings.

Studio T Square is the project architect. The firm describes the project as providing a ‘modern aesthetic’ with a mix of brick veneer, fiber cement panels, plaster, and perforated metal.

With the Draft EIR now published, San Jose will be accepting comments from the public from now until Tuesday, June 17th. Public comments will be used to inform the future drafting of the Final Environmental Impact Report. For more information about how to participate, visit the city website here.

Demolition will be required for the three existing office buildings, containing around 164,000 square feet. The nearly ten-acre property is located across from the River Oaks Park, which opened in 2013 as a public amenity in association with the massive Crescent Village Apartment homes developed by the Irvine Company.

Construction is expected to last around four years from groundbreaking to completion, with the report estimating work could start as early as next year. The process will be split into three phases, starting with the townhomes, then the affordable apartments, and working on the market-rate apartments last.
