Updated plans have been filed for 910 Marshall Street in Redwood City, San Mateo County. New renderings have been published for a proposal seeking to add over two hundred senior living units in a 21-story tower, the potential third-tallest building in the county. Palo Alto-based R+M Properties is the project client.

The 258-foot-tall structure is expected to yield around 440,000 square feet, including 258,400 square feet of housing, 35,400 square feet of parking, and 1,200 square feet of retail. The podium garage will provide capacity for 95 cars. The project will produce 222 market-rate units, including 188 independent living units, 19 assisted living units, and 15 memory units.
The application invokes the State Density Bonus Law to increase residential capacity far above base zoning to facilitate the construction of senior housing. The applicant cites two 2024 studies that suggest demand for senior housing in San Mateo County will surge, as the estimated population of residents aged 75 and older will more than double in the next 20 years.

HGA is responsible for the design. Renderings show a collage-style residential tower with articulated facades that visually carve up the block. The exterior will be clad with metal panels, cast-in-place concrete, pre-cast panels, and floor-to-ceiling windows.
If completed, the tower would be the third-tallest building in San Mateo County and the tallest in Redwood City. The current tallest tower is the 317-foot-tall Genesis North tower in South San Francisco, followed by the 305-foot Metro Center complex in Foster City. The current third-tallest structure in the county is the 224-foot Oracle office tower in Redwood City.

The roughly 1.1-acre property is located on a narrow parcel bound by Market Street and Spring Street. The site is across from the Kaiser Permanente medical center, and a block from the retail shops along Broadway.
The estimated cost and timeline for construction have not yet been shared.
