The City of Gilroy has published the Draft Environmental Impact Report for a suburban development at 2480-2740 Hecker Pass in Gilroy, Santa Clara County. The proposal would add 116 single-family houses to a 24-acre property on the outskirts of town while demolishing the South Hoey Barn. Carlsbad-based developer Mana Investment is the project sponsor.

William Hezmalhalch Architects is responsible for the design, while Ripley Designs is overseeing the landscape architecture and land planning. Plans show the suburban enclave will span two lots split by Plum Street, with internal roads connecting to Third Street and Lone Oak Court. Evacuation routes will connect vehicles directly with Hecker Pass Road.

The architectural plan set shows that all 116 houses will feature the same wood-frame construction, dressed in three distinct vernacular styles: Farmhouse, Ranch, and Traditional. Nine homes will be deed-restricted as affordable to extremely low-income households.

The application invokes the Builder’s Remedy to streamline the approval process and bypass local zoning. According to the city, the application “does not align with the land use designations, zoning, or several goals and policies of the Hecker Pass Specific Plan.” The city website adds that “the application has invoked the Builder’s Remedy provisions of state housing law to proceed despite these inconsistencies.”

The report identifies several significant impacts of the development and states that the impacts could be reduced through implementation of standard conditions of approval and/or mitigation measures. The unavoidable impacts are listed as related to aesthetics, agricultural resources, cultural resources, greenhouse gas emissions, noise, and traffic.

Construction is estimated to last around 23 months, split between 12 distinct phases. The expected cost has not yet been shared.
