The Environmental Impact Report has been published 800-803 Belmont Avenue, an affordable housing proposal for Belmont in San Mateo County. The project would create 125 new apartments, adding to the housing-starved city. ROEM Development Corporation is responsible for the project.
The conclusion of the Environmental Impact Report found no reason to reject the plan as proposed. In summary, the document states, “the Initial Study/Notice of Preparation determined that except for Historic Resources, no environmental categories have the potential to be significantly impacted by the proposed demolition of the Bel Mateo Motel and the construction of the proposed 125-unit residential project located 800-803 Belmont Avenue.”
The historic resource in question is the existing Bel Mateo Motel. Finished in 1952, the building may be an eligible historic resource for the California Register of Historical Resources as an example of mid-century modern architectural style.
The eight-story development will yield over 230,000 square feet with 104,600 square feet for residential and amenities and 71,220 square feet for mechanical uses, plus the three-floor above-grade 152-car parking garage. The building itself will be terraced as it rises on a gradient, such that no portion of the project will rise above six floors. The residential amenities will include 6,500 square feet of outdoor recreation space, a club room, fitness center, computer room, and children’s playground.
Of the 125 apartments, there will be 52 one-bedroom units, 40 two-bedroom units, and 33 three-bedroom units. Thirty-six units will be for extremely low-income households, of which 19 will be supportive housing for formerly homeless veterans. The remaining 89 units will be for households earning between 50-80% of the Area Median Income.
Withee Malcolm Architects is responsible for the design. The facade materials will include cement plaster, stone veneer, terracotta-tone roof tiles, and foam trim profiles to provide decorative classical ornamentation.
The project will be hard for Belmont to reject, given legal obligations established by state law. Another pressure in favor of the housing project is the 2021 update for the Bay Area Regional Housing Needs Allocation, i.e., RHNA, has established that, in order for the Bay Area to address the housing shortage collectively, Belmont will need to approve the construction of 1,785 units, ranging from 488 very-low-income units to 733 above-moderate income units. Belmont is a city of nearly 30,000 residents located between Foster City, San Mateo, and San Carlos.
Residents will be just five minutes away from the Belmont Caltrain Station and adjacent grocery store with the SamTrans bus. The train station’s parking lot also hosts the Belmont Farmers’ Market every Sunday morning.
