Plans for the Palo Alto Homekey have reached the planning department, with an application for entitlement recently submitted and under review. The project is being developed by the City of Palo Alto in collaboration with Menlo Park-based LifeMoves. Once complete, the project would create a support services facility and 76 units of temporary housing for formerly homeless individuals.

The project will reshape the 1.37-acre site with 39 structures covering 0.43 acres. Along with the 76 units, there will be 17,150 square feet of common open space, a support services facility, and parking for 35 cars and 64 bicycles.
The housing will be composed of two-story factory-build modules certified by the California Department of Housing and Community Development. Sizes will vary to accommodate both individuals and family households. The units are flexible in design, allowing for floor plan alterations for multiple smaller family arrangements. The office of Charles F Bloszies is responsible for the design and planning.

The bayside property is an industrial site. It is next to the former Los Altos Treatment plant site, several office buildings and GreenWaste, a construction waste sorting site.

Homekey is a state-wide fund to build cost-effective, affordable housing. The program was launched in 2020 by Governor Gavin Newsom, offering grants across California to various cities to build or purchase housing for unhoused people.
