New plans have been filed for a transit-oriented residential infill next to a VTA Light Rail Station in San Jose, Santa Clara County. The proposal will replace the surface parking lots by Capitol Station at 600 East Capital Express with 203 affordable homes, retail, and landscaped open space. MidPen Housing, an affordable housing developer, is listed as responsible for the project.

City records show that MidPen housing first submitted a pre-application for a streamlined approval process using Senate Bill 35 in August last year. The initial filing describes two six-story residential buildings with four and five-story step-downs to create 203 affordable homes. Construction will replace what the application describes as “an underutilized parking lot.” The SB35 application was approved.
Mithun is listed as the project architect. Renderings first published by the Bay Area News Group show two building with L-shape floor plans centered around a podium-top courtyard and landscaped public pathway. Each building will be articulated with setbacks, step-downs, and covered open space. The illustrionas represent the first phase of a potential larger development, with at least two additional lots set aside for housing.

The housing will be on the far east edge of the parcel, furthest point from the Guadalupe Parkway. The 2.7-acre property is at the corner of East Capitol Expressway and the raised Guadalupe Freeway. The transit station is at the center of a sprawling suburban neighborhood with a scattering of shops, fast food restaurants, and several car dealerships.
