Development permits have been approved for the six-story residential infill at 2114 MacArthur Boulevard in Oakland, Alameda County. The project is poised to replace a vacant parcel with 44 homes and parking near the retail center of the Dimond District. Florida-based Daniel Ochstein is listed as the property owner.
RG Architecture is responsible for the design. Illustrations show a familiar apartment design with balconies lining the top five floors and floor-to-ceiling windows lining the retail at ground level. Facade materials will include fiber cement lap siding and panels, grooved wood siding, pour-in-place concrete, stucco, and tiling.
The 65-foot-tall structure will yield around 62,560 square feet, including 41,200 square feet for housing, 3,750 square feet for retail, and 6,230 square feet for parking. Unit types will vary with two studios, 19 one-bedrooms, 15 two-bedrooms, and eight three-bedrooms. Parking is included for 44 cars with stackers and 14 bicycles.
Five homes will be designated as affordable to low-income households earning half of the Area’s Median Income. Including affordable housing has allowed the developer to use a 50% density bonus. The developer has applied for several waivers involving rear setbacks, height limits, front setbacks., open space, and zero commercial parking spaces.
The 0.3-acre parcel is at the corner of MacArthur Boulevard and Dimond Avenue. The site is close to the retail-lined blocks along Fruitvale Avenue, two grocery stores, and Dimond Park. The estimated cost and timeline for construction have yet to be established. Reached for comment, the property owner told YIMBY, “We will be meeting with the architect to draft construction plans to seek construction approval and then to find a local GC. This will take approximately 2 years before construction can begin.”

The property in the back and side is the adjacent former BofA property under separate ownership. A development proposal for that property is also pending.
Two more years!? After permit approval! How are they moving so slowly?
I think most developers right now are working on getting approval on as many projects as they can but then are sitting on the permits with the hope that interest rates will drop in the next year or two. Especially with rents dropping in the East bay the finances start to be difficult with high interest rates.
Correct. The cost of money is higher right now so, nothing pencils. Plus, no one is willing to move forward on anything until after the election.
Glad something is in the pipeline in Dimond, even if it might take a while.

Happy to see new housing coming to the Dimond District! Oakland is very slow when it comes to plan checking CDs & issuing permits. For this type of bldg, 2 yrs seems reasonable.
