Updated permits have been filed for a seven-story affordable housing project at 285 12th Street in Downtown Oakland, Alameda County. The city approved plans for the site in December 2016, but construction never started at the surface parking lot. EBALDC is responsible for the application.
Plans for 285 12th Street were first approved in 2016 as part of a two-property development led by Martin Group as part of the Station on 12th project. By 2017, Martin Group received financing from Brookfield to develop 301 12th Street with 333 units, and the project, now named Webster Eleven, opened in 2021. In 2017, the 0.34-acre 12th Street parcel was separated from the Martin Group project, and the land was given to the East Bay Asian Local Development Corporation. EBALDC and David Baker Architects filed a detailed plan set in 2018, and those plans are what accompany the application filed earlier this week. The permit description shares that the city’s Zoning Manager, Robert Merkamp, confirmed that “the entitlements are still valid and an extension is not required.”
The 84-foot tall structure is expected to yield around 77,500 square feet of floor area, including 49,050 square feet for housing, 5,300 square feet for parking, and 3,440 square feet for retail. The garage will provide 15 stalls accessible from 12th Street. Additional space will be provided for 70 bicycles. The project aims to build 65 units on the vacant parcel. Unit types vary with 15 studios, 16 one-bedrooms, 17 two-bedrooms, and 17 three-bedrooms.
David Baker Architects is responsible for the design. The overall massing will is carved into three volumes with a tiered step back for the podium. Proposed facade materials include white fiber cement panels, wood siding, and vertical board-formed concrete. Construction will bring a two-story concrete podium capped with five floors of wood framing.

The property is located at the corner of 12th Street and Harrison Street, across from Lincoln Square Park. Future residents will be just three blocks from the BART Station on Broadway.
With the project resurfaced, it’s unclear what the timeline for development will be. EBALDC has seen construction start for another affordable complex earlier this year, with crews at 101 East 12th Street in Merritt, Oakland. Construction at 285 12th Street is estimated to last around 18-24 months from groundbreaking to completion.

The construction cost per square foot doubles as soon as you go above 85 feet tall. It’s not really more complicated than that.

Great but we need more affordable housing for low income people of color, LBGTQ and homeless. The ground floor can be government assistance food bank, health clinic and drug dispensary.
