Plans have been approved for an expansive affordable housing complex at 2120-2160 Euclid Avenue in East Palo Alto, San Mateo County. The project involves a ground-lease deal with Ravenswood City School District to redevelop the district’s former Euclid Avenue headquarters into two six-story buildings with 430 apartments. Pacific Companies is the project developer.

The 80-foot-tall complex will include 220 units in Building A and 210 units in Building B. Apartment sizes will vary, with 12 studios, 275 one-bedrooms, 119 two-bedrooms, and 24 three-bedrooms. All 430 units are listed as being affordable to households earning between 30% and 80% of the area’s median income. Parking will be included for 438 cars and 344 bicycles.
Orange County-based architecture studio AO is responsible for the design. Illustrations show two similar podium-style apartment complexes with significant facade articulation using various setbacks, carve-outs, and a mix of materials. The facade will be clad with a mix of plaster, stucco, and brick veneer.

Demolition will be required for all 13 existing office buildings that comprise the Ravenswood City School District headquarters. Construction is estimated to last around 33 months from groundbreaking to completion, with phase one lasting 16 months and phase two lasting 17 months. According to planning documents shared by the city, work is expected to start as early as June 2027.
