Recent permits have provoked confusion concerning the 5.8 acre-parcel at 900 7th Street in Mission Bay, San Francisco. Recology, a San Francisco-based company, is the current property owner and has been since the 1970s. SFYIMBY confirmed with the developers that their proposed 1.2 million square foot mixed-use development, designed by SOM, is very much an active project. We had to verify this because of a recent project review meeting application for a commercial facility on the same land. Recology learned of the contradictory permits because of our correspondence.

The featured image for this article is the 2018 iteration by Recology and SOM, which would have produced as many as 1,048 units, 392,000 square feet of office, and 11,000 square feet for retail. The project is now smaller. It will make roughly half as many residencies and rise 200 feet instead of 240 feet.

The most up-to-date documents show Recology’s mixed-use development spans 1.2-1.25 million square feet. This includes 400-500,000 square feet of residential space, 2,500 square feet of community amenities, 470-625,000 square feet of office space, 200-275,000 square feet for ‘Production, Distribution, and Repair’ use (PDR), and 37,700 square feet of public open space. Between 470 and 550 units could be produced.

The unexpected permit in question was filed by MG2, a Seattle-based architecture firm. The firm filed their planning documents for a 57 foot and 725,150 square foot industrial facility for 900 7th Street. The three-story development named the 7th and Berry PDR Logistic Facility occupies the first two levels with logistic facilities, including space for vehicle circulation and parking.

The third level and rooftop will be available for fleet staging. 145 parking spaces will be included for associate and customer use. The application requests that staff from environmental planning and design review are present for a project review meeting. Such meetings allow the city to monitor progress and have an opportunity to recommend changes.

Recology confirms with SF YIMBY that their plans are currently rounding the bend for the Environmental Impact Report. Recent public health restrictions have complicated public outreach.

Recology is an employee-owned integrated resource recovery company with annual revenue of $1 billion in 2018. The property owners suspect the unexpected permit is a test for an alternative conceptual development of the site. Having owned the parcel for nearly fifty years, the firm has received development proposals and offers to buy in the past. However, seeing permits filed for a project review meeting with the city for a conceptual plan is highly unusual.

Since Recology are the property owners, it’s all but guaranteeing that MG2’s proposal is exploratory and can not be built without their involvement.
