The Design Review Committee is scheduled to review plans for the six-story residential development at 3031 Telegraph Avenue in Elmwood, Berkeley. The project will create 127 new apartments, including nine very low-income apartments, by a Whole Foods grocery store just over half a mile from the Ashby BART Station. Grubb Properties is the project sponsor.

Devi Dutta Architecture is responsible for the design. The most substantial change made after the last Design review meeting was to reduce parking from 29 to 19 cars, which will support public transit and reduce congestion in the city. The lobby now includes a leasing office, package room, and bicycle storage by the entrance. A fitness center is added to the western edge.

The color palette has been refined, and an amenity space was added to the podium courtyard space. A dog wash has been included on the south edge of the garage. Facade materials will include brick veneer, fiber cement siding, white tiles, and perforated metal panels for the railings.

The 70-foot tall structure will yield around 111,990 square feet with 93,580 square feet for housing, 1,920 square feet for ground-level retail, and around 11,000 square feet for the 19-car garage. Additional space will be included for parking 64 bicycles. Unit sizes will vary, with 54 studios, 54 one-bedrooms, and 19 two-bedrooms.

Of the 127 units created, nine will be designated as affordable for very low-income households. The inclusion of affordable housing allows the developer to utilize the State Density Bonus program.

The ground level includes the residential lobby along Telegraph Avenue, connecting to a lounge, amenity fitness room, and bicycle parking room. A retail space will be introduced at the corner of Telegraph and Webster Street, and garage access along Webster. Five units will have direct access to the street. An exterior pathway on the east side of the buildings will connect to five private decks and a pollinator garden space.

A mid-building courtyard will be on top of the podium with landscaping and seating. The area will have cafe-style seating, a built-in table seating area, and two foosball tables. The amenity clubroom and meeting area will be connected to the courtyard. All residents will have access to a rooftop deck. GroundWorks Office is the landscape architect.
