The new preliminary application has been filed for a residential infill at 323 Lester Avenue in Cleveland Heights, Oakland. The filing comes after initial plans in 2020 for ten units in the rear of an existing two-unit building. Athan Magganas, the project applicant, is now considering 13 affordable apartments in a five-story addition by using the State Density Bonus program.

The preliminary nature of the filing means no illustrations have been published for the latest design. Initial plans drafted by Dinar & Associates for Magganas included plans to either construct a ten-unit townhome behind the existing building or demolish it for the construction of 14 units. The buildings would have built a row of townhome-style units, each with three floors of housing above a private garage.

The latest application uses Senate Bill 35 and the State Density Bonus program to increase residential capacity and streamline ministerial approval. The state rules ensure that the project includes affordable housing to hasten the process before construction.

The 0.19-acre property is located in a dense residential neighborhood one block east of Lake Merritt. Residents will be around twenty minutes away from the Lake Merritt BART Station on foot for regional transit. For getting to Downtown Oakland and around the East Bay, residents will be near a few AC Transit bus lines.
