Plans Revealed for Affordable Housing at 8301 MacArthur Boulevard, Oakland

Preliminary permits have been filed for a new affordable housing project at 8301 MacArthur Boulevard in Eastmont, Oakland. The project would bring 82 units to the vacant parcel along the busy thoroughfare. Philip Banta of Banta Design is listed as the project applicant.

The preliminary applications provide limited details about the project. Construction will rise five floors, with four floors of wood-frame structure above a concrete podium. One of the 82 rental units will be designated for the manager’s unit.

Apartment types will vary between studios, one-bedrooms, and two-bedrooms. Each residence will include a bathroom, kitchen, and living area. Residential amenities include backyard open space, a rooftop deck, and individual balconies. Parking will be included for 30 cars and 46 bicycles.

V23 Investments LLC, linked to a New Jersey-based resident, is listed as the owner, according to the project applicant. Before V23 Investments, the property owner was listed as Samuel E. Clement & Barbara J Wiggins Et al.

The roughly half-acre parcel is located along MacArthur Boulevard between 83rd and 84th Avenue. The site is near Viejo Arroyo and the Castlemont High School across neighborhood borders. Residents will be a five-minute bus ride from the Eastmont Town Center, a shopping mall and social services hub on the northern edge of the Eastmont neighborhood.

The neighborhood has seen a growing pipeline of developers looking to add more affordable housing along its main thoroughfare. Next to the Town Center, the Black Cultural Zone Community Development Corporation is looking to add a new market hall and 120 affordable homes at Liberation Park. Along MacArthur, permits have been filed by Community Housing Development Corp, RMG Housing, AMG & Associates, and Banta Design.

The estimated cost and timeline for construction have yet to be shared.

  1. Sure hope this happens. Out of state owners are particularly poor at managing CA building code requirements and underestimate what it takes to cost out a project. I’m excited for the future of this corridor of Macarthur and the Eastmont area.

    It sounds like the housing will be well maintained and be an important part of the community for years to come.
