The City of San Ramon has approved plans for a new affordable housing community at 2453 Camino Ramon within the Bishop Ranch master plan. The project entitlements allow the team to add 200 units across two structures. Eden Housing is responsible for the development.

In a press release shared with YIMBY, Linda Mandolini, president and CEO of Eden Housing, said, “This project is especially critical for families and seniors in a region that is growing rapidly and urgently needs more affordable homes. By creating housing with easy access to jobs, transit, parks and services, we are proud to be helping low-income community members put down roots, build stability, and truly thrive.”

Alex Mehran Jr., president and CEO of Sunset Development Company, added, “we’re proud to work alongside a leader like Eden Housing to deliver meaningful solutions to our region’s housing needs.” Sunset has donated the property to Eden Housing, setting up the developer to produce the first fully affordable housing community at Bishop Ranch.

Sunset has worked with the city of San Ramon to pursue the CityWalk master plan, an ambitious vision to transform the 585-acre office campus into a mixed-use development featuring approximately 4,500 apartments, retail, and a hotel. Sunset has also started pursuing a residential development of the former Chevron Headquarters, officially vacated by the oil company in 2024.

The proposal is looking to construct 200 rental units split between two structures, including a 120-unit family building and an 80-unit senior living facility. Residential amenities will include a picnic area, a fitness center, an outdoor deck, a technology center, and a career and school resource center. The site includes a central communal courtyard, a dog park, a community garden, and a direct connection to the Iron Horse Trail.

Steinberg Hart is responsible for the architectural design, with RHAA overseeing the landscape architecture. New illustrations for the two structures show that they will be distinguished by the colors of wood-laminated panels, redwood, and spruce. The landscaping features include a small lawn between both structures and two podium-top courtyards.

The 2.2-acre property is located between Norris Canyon Road and Executive Parkway, with the rear end of the lot overlooking the popular Iron Horse Trail. The site overlooks the City Village by SummerHill Homes, a low-slung residential development currently under construction, with some residents already moved in. Future residents will be about ten minutes away from the Crow Canyon Commons strip mall on foot, and 15 minutes from the City Center Bishop Ranch.

Demolition will be required for the existing structure, occupied by the Sunset Development Service Center. Construction is expected to start in late 2026. The project team states that additional details about the community name and design plans will be revealed before construction starts.
