Yesterday, the San Jose Planning Commission reviewed approvals for the Coleman and Hedding Commercial Development Project, including recommendations for a rezone and amendment to the 2040 envision plan. The approximately 11.37-acre project area consists of seven parcels and two street vacations along Coleman Avenue and West Hedding Street. The parcels are currently zoned with no designation, OS Open Space, LI Light Industrial, and R-2 Two-Family Residence, but the project would be rezoned as Combined Commercial and Industrial as part of a planned development district, pending city council approval.

The project, owned and to be developed by the San Jose Norman Mineta Airport, lies just south of the airport runways, along a main approach for incoming aircraft. In 1986 it was originally zoned as open space or parkland to act as a noise buffer and height-limited area for the airport. As a result, any new development has proposal faced unique environmental challenges and height restrictions.
If the project moves forward, it could become a community commercial center serving North/Central San Jose and Santa Clara. The City Council meeting for the item is scheduled for May 6th, at 1:30 pm.
