Updated plans have been published for a potential 11-story affordable housing complex at 1523 Harrison Street in Downtown Oakland, Alameda County. The filing follows up on a request for by-right approval in mid-July this year. The developer, oWow, has pursued several iterations for the site since renderings were shared in 2022 for an 18-story mass timber tower next to their now-complete tower, Andys, at 1510 Webster Street.
The plans for a project at 952-960 Howard Street have been revised several times from the original proposal. The newest project revision would make the building larger than the first design, but smaller than some of the other earlier concepts. oWow is listed as both developer and architect for the project.

This is the second time in as many years that oWow has increased the potential residential capacity of the 2022-approved project. The City approved plans for 73 units in 2022 and 93 units in 2023, and will now consider plans to replace the Saw Mill Furniture Building’s surface lot with 105 units.
