Updated plans have been revealed for seven-story affordable housing at 1921-1929 West San Carlos Street in San Jose, Santa Clara County. The project will replace five low-slung commercial structures with 94 homes and retail. LA-based Path Ventures is the project developer.

City records show the first application was filed in September 2020. The latest filing was submitted in early March and first reported on last month by George Avalos for the Bay Area News Group. Avalos reports that the project will offer mixed-income affordable housing for residents earning 30-80% of the Area Median Income. Along the streetscape, Path Ventures expects to integrate 2,475 square feet of retail.

Steinberg Hart is listed as the project architect. Renderings show the infill-style apartment structure will rise, with most unit exposure facing east and west. Facade materials will include vertical board siding and stucco. A rooftop deck will overlook the intersection of Cleveland Avenue in San Carlos.

The development property is within Burbank, the census-designated place in Santa Clara County, with a population of roughly 4,940 people, according to the 2020 census. Much of the place has been annexed by the City of San Jose. The project application includes the process of annexation of the five parcels by San Jose.

PATH Ventures, an initialism for People Assisting The Homeless, was founded in 2007 in Southern California. The firm now oversees 2,500 units of affordable housing across the state, including the 84-unit 290 N. 2nd Street in San Jose.

    The Burbank district is a seedy pocket of unincorporated county land. Why San Jose would want to incorporate it is beyond me. The low value homes and low rent business do not pay enough in taxes to support the services the city will have to provide. This affordable housing development will likely be exempt from property tax, causing a further drain on the city’s budget. Is there a parking garage? If so, how many spaces? San Jose’s last mayor declared a war on cars throughout the city even though the county public transit system sucks. Hopefully this development will entice further development along this commercial street to help correct the tax imbalance.
