New permits have been submitted for phase one of the affordable senior housing development at 793 West Grand Avenue in West Oakland, Alameda County. Joshua Christian Church is the project sponsor, with plans to replace its existing church with a new religious facility below the apartments. Community Housing Development Corporation is the project developer.

CHDC has confirmed with YIMBY that the team is still pursuing the six-story project in phase two of construction. By email, a project manager said the second phase will have a separate zoning worksheet. At full buildout, the 0.32-acre property will have 101 apartments, with parking for 34 cars and just 17 bicycles.

Of the 101 units, 70 will be designated as affordable to very low-income households, 30 will be for extremely low-income households, and one will be priced at market rate for an on-site manager. Permit approval is being streamlined via Senate Bill 35, and the project scale has been increased above base zoning by the State Density Bonus program.

Kodama Diseno Associates is the design architect for both phases. The facade frames each apartment window in a bold white grid pattern complemented with wood panels. The rooftop amenity deck in phase one will feature a raised pergola-capped focal point at the corner of West Street and West Grand Avenue, a staple placemaking feature for contemporary architecture.

The property is located on the corner of West Street and West Grand Avenue on a block bound by 22nd Street and Brush Street. AC Transit provides several bus stops close to the site, while the 19th Street BART Station, just a fifteen-minute walk away, provides transit across the region.

Demolition will be required for the three structures along Grand Avenue, including the primary two-story Baptist Church and two wood-frame homes owned by the church. The estimated cost and timeline for construction have yet to be established.

  1. Excellent project for that neighborhood. The buildings they are replacing don’t really nave any architectural significance and it is a good use of that space and the church gets a new updated facility.
