The project at 70 Encina Avenue in Palo Alto took another step forward as CEQA posted a Notice of Determination clearing the project for development in accordance with the California statewide standards. Property owner Storm Land Company first brought the proposal in 2023 and has been awaiting the Notice of Determination and other approvals before beginning construction on the Hayes Group Architects’ designs.

Once built, the building would consist of a three-story 10-unit condominium complex, situated around a central courtyard. Layout for the units will follow a loosely townhouse pattern, blocked around the courtyard, with entryways facing inward. The inner courtyard will also provide access to 10 private garages, totaling 16 parking spaces.

Two of the proposed units would be classified as affordable, with one being set aside for low–income and the second for moderate-income. The below-market-rate units help qualify the building for the Planned Home Zoning process, which expedites the project’s approvals.

Construction on the project could begin as soon as October, with a preliminary completion timeline in late 2026.
