Updated plans have been reviewed by the Belvedere Planning Commission for a 42-unit residential complex along Mallard Pointe in the small Marin County island city. After a seven-hour meeting, the Planning Commission approved a motion to continue the project to the Design Review Commission. Thompson Dorfman is overseeing the development.

Demolition will be required for the existing 22 homes at 1 through 22 Mallard Road. The housing site was built in 1951 by the Belvedere Land Company. Construction is expected to create 39 dwellings and three potential additional dwelling units. Of the 42 units, four will be designated as affordable housing.
Sutton Suzuki Architects and Francis Gough Architect are overseeing the design. In several renderings, it’s hard to spot where the housing is between the trees. The firm writes that each structure is “carefully designed to complement and be compatible with Belvedere’s unique character.” The Guzzardo Partnership will be responsible for the landscape architecture, which includes two pedestrian pathways, terraced backyards, streetscape trees, and rebuilt docks on Belvedere Lagoon.

The developer’s vision for the project is to provide housing for the city’s local workforce, young families, retired individuals, and the children of Belvedere residents. The plan of 42 units is nearly half of the site’s maximum allowable density, a decision meant to temper the concerns of neighbors who have responded with anxiety, fear, and misinformation about potential impacts.
The development team are hoping to see the permitting process completed by the end of next year. If approved, construction is expected to last 24 months. Elsewhere in Marin County, Thompson Dorfman is working with Eden Housing to build the largest new apartment complex in Marin County in half a century, named Oak Hill Apartments in San Quentin.
