The Half Moon Bay Planning Commission is scheduled to review plans later today for a single-family home at 2800 Champs Elysee Boulevard in Half Moon Bay, San Mateo County. The project will be within the Miramar district, close to Roosevelt Beach. John Vidovich & Family is listed as the property owner, represented by Mark Massara.
The city’s Planning Commission first reviewed plans for 2800 Champs Elysee Boulevard in 2018, with subsequent reviews in 2019, 2020, and 2023. During the last review, the vote was deferred over concerns about stormwater drainage. City staff share that the team has updated the plans with a new basin large enough to accommodate a 25-year storm.
In the Staff Report, the city references the ‘five hearing’ rule passed in 2019 by the State, which requires that a city must approve or disapprove a housing development project within five hearings. While the city has already reviewed plans for 2800 Champs Elysee Boulevard during four public meetings, only two of the previous four meetings occurred after the updated legislation. The report urges the commission to take action on the project during today’s meeting “so that the City Council would have the opportunity to hear any appeal(s) over two hearings.”
Mark Massara, an attorney, environmental conservationist, and prominent surfer, represents the property owner. Massara is best recognized along the coast for organizing and representing the Surfrider Foundation against Silicon Valley billionaire Vinod Khosla to open Martin’s Beach to the public.
In a public letter drafted by Masarra to the Planning Commission, the lawyer provides the following summary of the project’s history: Each time this project has been scheduled for Planning Commission review your Planning Department staff has recommended approval. Instead, however, each time the project has been presented to the Planning Commission, the panel has demurred.
The proposal spans a narrow triangular 0.73-acre parcel extending from the end of Champs Elysee Boulevard, pass Alameda Avenue, and to Naples Avenue. However, most of the parcel will remain untouched as construction is limited to the 3,865 square foot footprint of the home. The two-story building will contain around 4,700 square feet, including a detached four-car garage.
Hayes Group Architects is responsible for the design. The building takes a unique approach to floorplan layout, with the bottom floor dedicated entirely to the four bedrooms. The kitchen, living room, and entertainment space will be placed on the second floor, providing the future owners with ocean views.
