New plans have been filed for a nine-story affordable housing infill at 249 Pennsylvania Avenue in San Francisco’s Potrero Hill neighborhood. The new plans could finally bring housing to the longtime vacant property. Tenderloin Neighborhood Development Company is the project developer.

TNDC purchased the site from the William Spencer Company, represented by Reliance Real Estate Advisors, in October 2023 for $11.3 million. The firm is now pursuing federal funds from the United States Department of Housing and Urban Development to construct the project.

The application states that the nine-story building will contain around 82,900 square feet of residential space, 2,000 square feet for commercial retail, and 1,200 square feet for social services. Residents will gain access to open space in the garden courtyard, a garden, and a rooftop urban farm.

The half-acre property is located along Pennsylvania Avenue between Mariposa Street, 18th Street, and the I-280 overpass. The former warehouse structure at 249 Pennsylvania was demolished in the second half of 2019. Future residents will be close to Jackson Park, the Dogpatch neighborhood, and 12 minutes from the 22nd Street Caltrain Station on foot.

Update: While the application does not specify the exact amount of units expected from development, the filing states that the “team is confident that the site can support 100+ units.”

  2. The 280 should be a boulevard north from the 22nd Street Caltrain Station. It looks awful tearing through the neighborhood like this.

  3. Ah….the old circle hardware site. Walking distance to Ganim’s!!!!!!!!!

  4. It’s currently being used for low income housing, but there are only two residents so this will be great from a density perspective! I’ve noticed the current residents really enjoy open flame cooking so hopefully this development will support that 🙂

  5. I guess it won’t be so bad since there are no cars on the freeway and off ramp..
