The City of Santa Clara has published its approval of the environmental review of the Freedom Circle Greystar Project, a multi-structure residential project at 3905 Freedom Circle, Santa Clara County. The development will create 1,075 new homes, a new public park connecting to the San Tomas Aquino Creek Trail, and ground-level retail. Greystar is responsible for the application.

According to the Notice of Determination, the city found that Freedom Circle will indeed have a significant effect on the environment. The Environmental Impact Report was prepared for the CEQA review, from which mitigation measures and a monitoring plan to minimize the environmental impacts were adopted as a condition for approval.

The construction will span 13.3 acres, with three apartment buildings rising to be up to a hundred feet tall. The seven-story structure will yield a combined 1.86 million square feet, with 907,015 square feet of rentable floor area, 2,000 square feet of retail in Building B, and 622,805 square feet for the 1,413-car garage as per city code requirements. Parking will also be included for 396 bicycles. Unit sizes will vary, with 170 studios, 597 one-bedroom units, and 308 two-bedroom units.

Each building will consist of a club room, fitness center, co-working and business lounge, pet space, and bicycle storage. Five courtyards will be included across the three buildings, with nearly two acres of podium-topping courtyards. These courtyards offer several pools, dining areas, lounge spaces, and various activities.

Studio T Square is the project’s planner and architect. BKF is the civil engineer, and RHAA is the Landscape Architect. Facade materials will include cement plaster, fiber cement, porcelain tile, and pastel hues. The Intel Corporation is the property owner.

Freedom Circle is part of the Freedom Circle Focus Area Plan. The General Plan adopted for the project sets up future planning studies for the 108-acre area with an additional 2,500 dwelling units and over three million square feet of office space. At full build-out, Freedom Circle could contain up to 3,600 homes.
