Parcel Projects and McCormack Baron Salazar have proposed a visionary seven-story mixed-use building at 2301 Telegraph Avenue in Northgate, Oakland. The plan will create a multi-faceted cultural anchor led by several local organizations and 58 affordable housing units. Architectural design is a collaboration with Parcel Projects and Mithun.

The 78-foot tall structure will yield 43,700 square feet, of which 4,970 square feet will be for retail. Of the 58 units, half will be dedicated to Transitional Age Youth. Apartment sizes will range from studios to one and two bedrooms.

The first floor will include a cafe, bookstore, and performance center at the corner of Telegraph Avenue and 23rd Street, managed by the Nomadic Project. An art programming room will offer event space on the second half of the first floor.

The second floor will include a semi-public deck offering visitors seating with fresh air and city views. The rest of the floor will offer workshops, classes, a gallery space for arts, and offices for property management and supportive services. The art spaces will be run by community-based arts organizations based on-site or elsewhere in Oakland.

McCormack Baron Management will be responsible for building management. Urban Strategies Inc. and First Place for Youth will provide supportive services for residents. Apartments will populate the rest of the building from the third level and up.

The proposal for 2301 Telegraph Avenue is unique for integrating local organizations to inform the physical programming at such an early stage. Parcel Projects writes that since 2015, the team has met with “hundreds of people from over 60 organizations in order to understand how the future building can best serve the neighborhood and the city of Oakland.” The result is affordable housing, a center for cultural production, and a community gathering space.

Parcel Projects describes that “the design and programming of the building reflects and amplifies the multifaceted history and vitality of the site and roots the building as a resource for the neighborhood and city at large.”

2301 Telegraph Avenue is near Downtown Oakland and the Lowney Architecture-designed Moxy Hotel at 2225 Telegraph Avenue. Residents will be near AC Transit, with the 19th Street Oakland BART Station just seven minutes away.

Speaking with YIMBY, Parcel Projects partner Erik Bloom confirmed that the team has finished Senate Bill 330 review and will submit Senate Bill 35-streamlined full entitlements next week. Looking toward the future, Bloom predicted that “we are still likely a year and a half or two out from construction. We are currently working through financing, should be applying for funding in the fall and early 2023.”

  1. Good that Oakland is making so much more housing at reasonable cost

  2. Good that the developers actually looked at context (Art Murmur and First Fridays, and the Department of Make Believe that was at this location) and and are including art programming and spaces for local art organizations.

  3. Well-intentioned, but it’s a confusing mess that calls way more attention to itself than it should. Kinda amateur IMO.

  4. Seems to me there is already plenty of space available in downtown and uptown areas for art organizations to use. Worried this space will just sit empty. Why not convert to additional residential?

  5. Anyone heard anything more about this project and is it still happening?
