The Burlingame Planning Commission is scheduled to review a life sciences proposal tonight at 1499 Old Bayshore Highway in the city’s waterfront industrial neighborhood. The proposal will bring eight stories of future lab space alongside a seven-story garage. It is the second joint venture between Helios Real Estate Partners and King Street Properties in the San Mateo County city, the first of which has already topped out half a mile away.

Demolition will be required for the two existing two-story offices, warehouse, and surface parking. The structure will be decided with the expectation that roughly 60% of the floor area will be dedicated to lab use, with 40% for offices. The 153-foot tall complex will yield 523,340 square feet, of which 208,420 square feet will be in the 639-car garage. The vehicular capacity exceeds city requirements by 164 stalls.

DGA is the project architect. Illustrations show a familiar glass-wrapped structure with glass spandrel and metal panel decoration. BKF is consulting on civil engineering, KPFF is the structural engineer, and EXP is the MEP engineer.

For the public, the development will offer new public open space designed by Petersen Studio. The firm is overseeing several improvements across the site surrounding the structures. At the corner of Old Bayshore Highway and Mills Creek Channel will be a large public plaza connected to a restorative garden, platform seating, and a public trail along the creek. Most vehicular circulation for the site will be relegated along Mahler Road, and the landscaping program will respond by adding trees around the drop-off road.

The three-acre parcel is located along the Old Bayshore Highway between Mahler Road and Burlway Road. Across the old Highway is the scenic Bay Trail wrapped around the Shorebird Sanctuary. This area of the Bay Trail is a popular destination for plane spotters to watch planes approaching SFO.

  1. What is the reasoning that no parking garages can ever exist under the main structure? Why do all developments have to be two separate entities and one always being a massive waste of space/resources?

  2. Funny thing, I was a tenant here is 2020, we were kicked out to make way for the new Hilton, which never got built. The place has been rotting away ever since. We sure need more traffic near SFO.

  3. Parking stall and lab bench modules are not compatible. While it’s possible to podium lab over parking it’s not efficient, and instead of having at least one building that’s nice to the site, you’d have none. If you can tuck a garage in back to minimize impact to the city, then you’re doing the best you can. Everyone, including developers, would prefer viable mass transit.
