Once issued, construction can start replacing formerly state-owned surface parking lots with an eight-story infill. MidPen Housing is the lead developer, working with consulting developer Tishman Speyer.

A preliminary plan-set drafted by the project architect, oWow, has been published by the city, putting the full power of Assembly Bill 1287 on display. Philip Lesser is responsible for the application and filing through the San Mateo-based Lesser Enterprises LLC.
A preliminary project application has been submitted seeking the approval of subdivision proposed for a lot at 888 Union Street in Russian Hill, San Francisco. The project proposal includes the development of a new three-story-over-basement building offering three residential dwellings. Plans call for the demolition of the existing single-story parking garage structure on the site. Gentle Sky LLC is the project applicant. TJH Construction is responsible for the designs.

The application revives plans from nearly two decades ago to add two single-family homes and a duplex. Keith Gapusan of P3 Capital Partners is responsible for the project.
