The South San Francisco Planning Commission is scheduled to review plans tomorrow evening for a three-story apartment complex at 227 Armour Avenue. The proposal would cover half of a small lot to add four units to a low-slung residential neighborhood. San Bruno-based Andrea Costanzo is responsible for the design.
